No, it was meant to be an adaptation of the comic. While the graphic novel was weird, humorous, and bizarre, it was certainly never silly. Also, it had a plot.

I would say you totally misread the intention of the movie League of Extraordinary Gentleman. It was meant as a comedy/fantasy.

The League of Extraordinary Gentlemen is actually quite a brilliant graphic novel. The movie, on the other hand, was an unintentional comedy of extraordinary proportions.
