Its not about the Irish going to Sri Lanka however that does act as a basis upon which the lyrics are derived. As far as I can deduce this song is simply an anti war song but you cannot take my contributons as fact as just like other art forms music is open to interpretation. So as long as somebody can provide a compelling and applicable arguement for their own interpretation this song could be about anything!

Well I am just telling what my father told me. It seems unlikely Irish would fight for the Dutch but in either case the theme is the same. I think it is likely older than WWI because it preceeded the American civil war song "when johney comes marching home" It was widely used to refer to WWI so maybe you are right about that. Regardless it is a powerful anti-war song that has been used to promote war... as well as some bullshit ant song.
